Description

The United States Agency for Global Media (USAGM) is authorized by the Government of Djibouti to broadcast news and information in and around the city of Djibouti.  In order to minimize broadcast outages to our audience, USAGM operates an emergency backup generator to support its mission of 24/7 broadcasting. The USAGM has a commercial power feed coming from Electricite de Djibouti. This primary power feed is routed through an automatic transfer switch (ATS) that has been modified to manual operation only due to frequent power “off-on’s” and fluctuations during power outages and restoration of commercial power.  If the primary source of power is lost the modified ATS is operated manually by transmitter plant operators to transfer power to the emergency backup generator. The generator is a Cummins Power Generation model 880DFHD-5581 standby generator owned by USAGM. The generator supplies power to the USAGM broadcast systems and includes HVAC.  The proper inspection and maintenance of the generator is crucial to sustaining USAGM broadcast operations during power outages.

The Contractor shall provide quarterly inspections, preventive maintenance and necessary repairs to the emergency backup diesel generator and automatic transfer switch located at the Radio and Television Djibouti PK12 facility.  The generator and switch require quarterly preventive maintenance inspections and the generator requires oil, fluid, and filter changes at intervals as specified by the manufacturer based on the number of engine run hours since the last service, not to exceed six months.  The Contractor shall provide all of the services defined in the attached solicitation as specified by the equipment manufacturer and required by USAGM.

Transfer Switch:

The automatic transfer switch has been modified to manual operation only due to frequent power “off-on’s” and fluctuations during power outages and restoration of commercial power.  If the primary source of power is lost the modified transfer switch is operated manually by transmitter plant operators to transfer power to the emergency backup generator.  This configuration has been determined to be the best approach to assure continuing operation of the transmitters and associated equipment during commercial power outages, and as such USAGM does not intend to return the transfer switch to automatic operation.
