Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Request for Quotation (RFQ) number FA700022Q0058 shall be used to reference any written quote provided under this RFQ.

The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-06; Effective 26 May 2022.

This is a 100% set-aside for a small business. All responsible small businesses may submit a quote, which if received timely, may be considered by the 10th Contracting Squadron, USAF Academy (USAFA). The quotes will be evaluated IAW FAR 52.212-2, found herein. Please read and comply with all requirements for submitting a quote under the solicitation instructions and the addenda to FAR 52.212-1.  Failure to comply with all instructions contained within this synopsis/solicitation could result in the quote being ineligible for award.  It is the quoter’s responsibility to ensure their quote meets all the requirements identified herein. The Government reserves the right to not award this contract to any offeror.

The North American Industry Classification System (NAICS) code for this project is 561730 with a size standard of $8.5 million.

Description of Service: The scope of services include annually spraying DoD approved herbicides historically on an estimated 642 acres of unimproved rangeland at the United States Air Force Academy (USAFA) and Farish Recreation Area (Farish) to control spotted, diffuse, and Russian knapweed; leafy and myrtle, Canada, bull and scotch thistle; hoary cress (white top); St Johnswort, Fuller's teasel; field bindweed; yellow and dalmation toadflux, houndstongue; and other noxious weeds identified by USAFA personnel. The timing, location and priorities for spraying noxious weeds shall be coordinated through USAFA Natural Resources. Natural Resources will provide geo-references noxious weed survey data and up-to-date maps or aerial photographs for the Academy and Farish. The goals and objectives of the USAFA noxious weed management program are outlined in the Integrated Noxious Weed Management Plan and the SOW, dated 10 June 2022 (attachment #1). The awarded firm fixed-price contract will consist of a 5 year ordering period.
