MTARNG RRB Advertising: TV/Video Digital Streaming

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This Solicitation, W9124V23Q0027 is issued as a request for quote (RFQ) utilizing FAR Part 13 – Simplified Acquisition Procedures. This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05, effective SEP 7, 2023.

This is a 100% HUB Zone Small Business set-aside. Per FAR 19.1303(b), “Only firms designated in DSBS and SAM as HUBZone small business concerns are eligible for HUBZone preferences.”

The associated NAICS code is 516210 "Media Streaming Distribution Services, Social Networks, and Other Media Networks and Content Providers, with a size standard of $47 M.

NOTE: If this NAICS is not listed as one of your organization’s codes in the System for Award Management (SAM) website, you will need to certify your business size for this NAICS (prior to award), via FAR Clause 52.212-3, Alternate I, Offeror Representations and Certifications--- Commercial Products and Commercial Services.

Invoicing shall be through WAWF at https://piee.eb.mil and payment will be Electronic Funds Transfer (EFT) from Defense Finance and Accounting Service (DFAS).

Award Type: The Montana Army National Guard (MTARNG) intends to award a firm-fixed price (FFP) contract for Video and Television Streaming Services.  Although the Government reserves the right, the Government intends to evaluate quotes and award a contract without discussions. Therefore, quotes should contain the offeror’s best terms from a price and technical standpoint.

Basis of Award: The Government will evaluate all quotes to determine the best value to the Government when evaluating past performance, contractor responsibility, technical capabilities and proposed marketing plan that maximizes the Recruiting and Retention’s budget of $45,000 over 12 months.

Quote Submission Instructions: Quotes shall include Point of Contact name with contact phone/email, CAGE/UEI, Socioeconomic status, itemized pricing per impression, technical description, and references. See attached Performance Work Statement (PWS) for further details.

Submit quotes electronically via email to alice.a.hinck.civ@army.mil utilizing the following subject: RFQ W9124V23Q0027 “Company Name”. All quotes shall be submitted by 1000 MST on 25 September 2023. Late submissions will not be considered.

Prior to Contract award the business must be registered in System for Award Management (SAM) website http://www.sam.gov. Registration is free and assistance can be provided by the Montana Procurement Technical Assistant Centers (PTAC), http://www.montanaptac.org/ . Registration must be “ACTIVE” at the time of award.
