AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is N6883622Q0206 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a small business size standard of $38.50M. This requirement is a Small Business Set-Aside and only qualified offerors may submit quotes.

For this solicitation, FLC - Jacksonville intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. FLC - Jacksonville is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at https://marketplace.unisonglobal.com. There is no cost to register, review procurement data or make a quote on https://marketplace.unisonglobal.com. Offerors that are not currently registered to use https://marketplace.unisonglobal.com should proceed to https://marketplace.unisonglobal.com to complete their free registration. This is a solicitation for commercial items prepared in accordance with format Subpart 12.6, using Simplified Acquisition Procedures found in FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is N6883622Q0206 and this solicitation issued as Request for Quote (RFQ). The solicitation document, incorporated provisions and provisions and clauses are those in effect through Federal Acquisition Circular 2020-09. The small business standard for the associated NAICS Code is 511210 with a size standard of 41.5.

Text. The selected offeror must comply with the commercial terms and conditions, which are incorporated herein by reference and in full in the attached provisions and clauses document. See attachment.

The Vendor must be actively registered in the NAICS Code of 511210 at the closing to be considered for award of any resulting contract. Failure to be properly registered at the time and date of closing will render the quote non-response.

No remanufactured or "gray market"items. All items must be covered by the manufacturers's warranty.

ADDENDUM TO FAR 52.212-1 52.212-1 ADDENDUM INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS The following provisions are incorporated into 52.212-1 as an addendum to this solicitation: This Request for Quotation (RFQ). Quoters shall ensure that quotes are received by the Government point of contact no later than the date and time indicated on page one (1) of the SF1449, Block 8. Quotation submissions shall be emailed to miguel.e.rivera1.civ@us.navy.mil AMENDMENTS: If applicable, amendments will be emailed. Quoters shall complete Block 15 of the SF30 amendment acknowledging receipt of amendments to this Solicitation. Acknowledgement of amendments issued to the solicitation shall be signed, and dated. The Quoter should be aware that if a submission is made PRIOR to an amendment they must RESUBMIT their quote with the signed amendments included in the new submission. It is the Quoter’s responsibility to ensure their quote is submitted in a timely manner to the Contracting Officer. QUESTIONS: All questions and clarifications regarding this solicitation must be submitted in writing via email; subject line to read: Questions/Clarifications for N6883622Q0206. The deadline date/time for all questions and clarifications is no later than 06 May 2022 1630 PM Eastern Time. Answers/clarifications do not amend the Request for Quotation (RFQ), any changes to the RFQ will be made via a formal amendment. It is the Governments intent to answer questions as timely as possible, however, answers are not guaranteed.
