Description
The purpose of the combination synopsis /solicitation FA8201-22-Q-0012 is to procure 24 each shipping containers. The combination synopsis / solicitation document is attached and can be used to prepare quotes.

Q1. Do you require transport by a tilt trailer or will they have a way to offload containers on site?
A1. The government has a forklift and crane available to download the containers if needed. The government would download the containers if the crane or forklift were required. We can also accept roll-off/tilt-off if that works for vendors as well.
Q2. Do standard or high cube need to be identified on the quote since either size can be quoted?
A2. Yes, indicate in the quote if the containers are standard or high cube.
Q3. Are containers purchased in the United States considered Domestic end products?
A3. The definitions used for Domestic end product are included in FAR clause 52.225-1. Here is an excerpt - Domestic end product (2) For an end product that consists wholly or predominantly of iron or steel or a combination of both, an end product manufactured in the United States, if the cost of foreign iron and steel constitutes less than 5 percent of the cost of all the components used in the end product. The cost of foreign iron and steel includes but is not limited to the cost of foreign iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the end product and a good faith estimate of the cost of all foreign iron or steel components excluding COTS fasteners. Iron or steel components of unknown origin are treated as foreign. If the end product contains multiple components, the cost of all the materials used in such end product is calculated in accordance with the definition of "cost of components".
The quote needs to address the FAR 52.225-1 and 52.225-2 requirements IAW the combination synopsis / solicitation document.
Q4. Is the Attachment Domestic or Non-verification Statement the same thing as the FAR provision 52.225-2 Buy American Certificate?
A4. No, they are separate. The FAR 52.225-2 Buy American Certificate is located on acquisition.gov. See combination synopsis / solicitation document for the information on submission of the separate documents.
Q5. When do you want delivery to start?
A5. Delivery can start after a funded purchase order is issued with bi-lateral agreement between the contractor and the government.

Q6. Can DFARS provision 252.225-7000 be included in the solicitation?
A6. No, IAW DFARS 225.1101 (1) If solicitation includes provision FAR 52.204-7, do not list the provision 252.225-7000 in the solicitation. Therefore, since FAR provision 52.204-7 is included, the DFARS provision 252.225-7000 is not included in the solicitation. Quotes will be evaluated IAW the combination synopsis / solicitation document. FAR 52.225-1 and FAR 52.225-2 are applicable and included in the solicitation. IAW the combination synopsis / solicitation, if 52.225-2 is not completed and submitted with the quote for foreign end products as required by the provision, the quote will not be considered responsive and the quote will not able to be reviewed for technical evaluation since the government utilizes the 52.225-2 to determine foreign end product and the county of origin.
Q7. Can DFARS provision 252.225-7001 be included in the solicitation?
A7. No, FAR clause 52.225-1 is used. DFARS provision 252.225-7001 can be used unless an item or items IAW 225.1101(2)(i)(A) through (F) is applicable. DFARS 225.1101(2)(i)(B) is applicable, therefore, DFARS provision 252.225-7001 is not included in the solicitation.
Update 26 July 2022 - The purpose of update 26 July is to post SOW 19 Jul 2022 3 pages to correct the delivery date to Delivery On or Before 1 Nov 2022. The combination synopsis / solicitation document 26 Jul 2022 is also posted to reflect the SOW 19 Jul 2022.
