Description
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). This requirement will provide for full and open competition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06.
This requirement will be for 100-Gallon Per Minute (GPM) portable diaphragm pumps. The quantities required will be seven (7) or eight (8). Request to provide quotes for a quantity of both seven (7) and eight (8) diaphragm pumps.
The Naval Facilities Engineering Systems Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) has a requirement for 100 GPM portable diaphragm pumps. It is the intent to deploy these portable diaphragm pumps rapidly to remote locations and austere environments in support of contingency and relief operations where dewatering actions are essential. The requirement is further detailed in the attached Performance Work Statement. The delivery date, place of performance, and all other delivery requirements is detailed in Section 4.0 of the Statement of Work.
The following provision applies to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services.
The following provision applies to this acquisition: FAR 52.212-2, Evaluation-Commercial Products and Commercial Services. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
- Technical: The Government will evaluate the offeror’s technical capability as it relates to how the offer conforms to the requirements stated in the Statement of Work.
- Price: The Government will evaluate price by conducting a price analysis. The total price will be evaluated. Price analysis will be performed by using one or more of the various price analysis techniques and procedures listed in FAR 15.404-1(b)(2).
All offerors shall include a completed copy of the following provision: FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services.
