Description

Request for Information (RFI)

1. RFI Title:  BIOPAC MP160 modular data acquisition & analysis system for life science research.

2. Requiring Activity: United States Army Aeromedical Research Laboratory (USAARL)

3. Contracting Office: United States Army Medical Research Acquisition Activity (USAMRAA)

4. Subject: In support of USAARL’s mission to provide medical research in the military operations environment to sustain the Warfighter’s performance by delivering medical research, developing, testing, and evaluating solutions to air and ground Warriors, this Request for Information (RFI) is seeking entities capable of providing an essential component of a physiologic measurement suite required to support numerous aviation research programs.

Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained.

At this time, the Government intends to award a contract to BIOPAC Systems, Inc., Goleta, CA, utilizing other than full and open competition pursuant to the authority at FAR 6.302-1.  This Request for Information is being published in accordance with DFARS PGI 206.302-1.

6.  Description: The requested system is the BIOPAC MP160 System which is manufactured by BIOPAC Systems, Inc. This modular system provides psychophysiological measurement at an aggregate sample rate of 400,000 samples per second across 16 channels with an analog input accuracy of +/- 0.003%. This system will include the following modular units and accessories: the MP160WSW-with ACK100W-ENT, ECG100D, EBI 100D,BN-RSPEC, BN-ACCL3, BN-RSP2, BN-RESP-XDCR, EDA100D, BN-EDA25-LEAD2, BN-EL45-LEAD2, BN-EL45-LEAD3, BN-EL50-LEAD4, BN-PULSE-XDCR, BN-PPGED, BN-NICO, BN-GONIO, CO2100C, BN-GON-110-XDCR, BN-GON-150-XDCR, BNEOG2,BN-EMG2, BN-EL30-LEAD3, BN-EL30-LEAD2, BN-ECG2, BN-ECG2-T, EL503, EL504-10, EL500-6, EL507, EBI100D, LEAD131, LEAD132, GEL100, GEL101, AFT20, RX-AFT20-NAFION, RXAFT20-FILTER, AFT25, AFT25-1, AFT25-2, ELPREP, ELPAD, ALCPAD, WRAP1, TAPE1, and EL-CHECK.

7. Submission Instructions: Entities interested in submitting a response must furnish a Capabilities Statement. Submissions shall not be more than three (3) pages.  The subject header of the email for submission of questions and/or the RFI response shall read: “RFI Response: “Modular Psychophysiological Measurement Components.”  All information regarding Capabilities Statement(s) or any other proprietary information relative to this RFI shall be marked appropriately. Submission must include the following information:

Name of the entity, point of contact, phone number, email address, DUNS number, CAGE Code, and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.), and the corresponding NAICS code.

Information shall be submitted in sufficient detail regarding how your firm is able to meet this requirement (e.g., specifications, timeframe, pertinent certifications, etc.), that will facilitate making a capability determination.
