Description

2 September 2020:

Please note that the Government intended on issuing Subfactor 1.2 - Oral Presentation/Portfolio Review notices today, 2 September 2020.  However, notices will now be issued no later than 9 September 2020.  Oral Presentations/Portfolio Reviews are tentatively scheduled for 16-18 September (0800 - 1700).  Offerors can expect to receive more information once the notices are issued.

AMENDMENT 2:  The purpose of this Amendment is to provide the following:

1. Revised responses to questions received 

2. Revised Instruction to Offerors/Basis for Entering Into an Agreement

3. AMA questions and responses

4. Revised Provisions and Clauses

Note – The Government is not accepting any additional questions.  Written responses take precedence to those given verbally during the AMA. Recording details are included with the AMA responses.

RFQ:

This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Request for Quote (RFQ) and all applicable documents for the Software DevSecOps Services Basic Ordering Agreement (BOA) have been posted/uploaded to the beta.SAM.gov website.

DESCRIPTION OF WORK PROPOSED:
AFLCMC/Platform One at JBSA-Lackland, TX, has been tasked to acquire Software DevSecOps Services. The Contractor shall perform all activities required to meet the requirements identified in the Statement of Objectives. The period of performance will consist of an ordering period from date of BOA issuance to 14 January 2025. The performance period for all orders placed against this BOA shall not exceed five (5) years from the completion of the ordering period.

REQUEST FOR QUOTE:
The Government anticipates issuing up to 25 BOAs to a mix of large and small businesses to add to the existing Software DevSecOps Services BOA.  The North American Industry Classification System (NAICS) Code for this acquisition is 541511 (size standard $30M).

Quotes shall be submitted in accordance with the RFQ requirements and submitted by the date indicated in this announcement. All responsible sources may submit a quotation which shall be considered by the agency.

Copies of this solicitation are available by INTERNET ACCESS ONLY. All solicitation documents are posted with this announcement and made available for viewing in beta.SAM.gov. Any amendments to the RFQ (if required) will be posted in beta.SAM.gov. Interested parties are reminded that they are responsible for checking beta.SAM.gov for new information concerning this requirement.
