Description
This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit directly to ManTech Advanced Systems International, Inc. for NCIS’ Cyber Directorate Support Services. The Government intends to solicit this requirement using the procedures of FAR Part 15. The subsequent contract will be issued under a CPFF basis.
The proposed acquisition is to procure Technical and Operational Support Services for the NCIS Cyber Directorate. These services will support the NCIS Cyber Directorate’s ability to use digital information to identify and counter new and persistent threats to Department of Navy (DoN) critical assets, personnel, operations, computer networks, and information. The contractor will be required to operate, maintain, and develop new capabilities for NCIS Cyber Directorate’s custom classified data aggregation and analysis system. This system serves as the backbone for NCIS Cyber Directorate’s data centralization projects and enables NCIS and community analysts and agents to leverage NCIS Cyber Directorate’s digital information to enhance their investigative and operational capabilities. In addition to providing for continued operation and maintenance of the system, the contractor will be required to improve the system by incorporating additional data types to integrate with existing data collection feeds; user interfaces shall be redesigned to automatically correlate data from various sources; and high priority information shall be identified and highlighted to users.
It is anticipated that the contract will contain a 10-month base period and two (2) 12-month option periods. The estimated start date is 16 April 2023. The applicable North American Industry Classification System (NAICS) Code is 541512, Computer System Design Services. The small business size standard for this NAICS is $30.0 million in annual receipts. The FSC Code is DF01.

The closing date for the receipt of offers will be set forth in the RFP. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendment thereto. The Government will not pay for the information received. This notice of intent is NOT a request for competitive proposals.
