Description
The Huntington District Corps of Engineers intends to procure an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Mowing and Cleaning Services at Deer Creek Lake, Mt. Sterling, OH. The Performance Period will be a base period of two (2) years and two (2) option periods. The first option period is two (2) years, and the second option period is one (1) year.
The contract will be a Firm Fixed Price, Commercial Service type contract with a not-to-exceed amount of $865,000.00 over the entire contract period. The contract will be awarded to the offeror whose quote conforms to the solicitation and is within a technical/price competitive range, if established, as determined by the contracting officer and has been evaluated as the most advantageous to the Government, all factors considered. All responsive quotes will be evaluated utilizing the following technical factors: (A) Management Plan; (B) Quality Control Program/Safety Plan; (C) Past Performance (D) Equipment; (E) Cost/Price. Factors A and B are of equal importance. The remaining factors (C, D, and E,) are listed in descending order of importance with Factors A and B being significantly more important than factors C, D, and E. All non-price factors are more important than price.
In addition, FAR clause 52.219-14 (DEVIATION 2021-O0008), "Limitations on Subcontracting" applies to this procurement which states it will not pay more than 50% of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50% subcontract amount that cannot be exceeded.
