Description

The US Consulate General Frankfurt hereby provides the following Pre-Solicitation Notice in respect to the issuance of a Request for Proposal (RFP) for:

Electric Vehicle Infrastructure Construction Services at the US Embassy Reykjavik, Iceland on behalf of the Facilities Management Office at the US Embassy Reykjavik, Iceland

The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Services Contract during the fourth quarter of fiscal year 2023.

The successful offeror shall provide complete construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the Statement of Work (SOW) requirements of this Electric Vehicle Supply Equipment (EVSE) Infrastructure contract within the established timeframe.

The successful offeror shall provide complete construction services, contract coordination, and supervision, including but not limited to furnishing all labor, material, equipment, hand tools, transportation, safety equipment and services required to complete the infrastructure installation required for fourteen (14) electric vehicle charging stations at U.S. Embassy Reykjavik, Iceland -- except for EVSEs which will be supplied to the contractor.  The Contractor shall be responsible for hiring labor, vendors and shall follow US Embassy security and safety directives.

Offerors are asked to attend a Pre-Proposal Conference and Site Visit conducted in July 2023 at the US Embassy Reykjavik, date and time will be provided in the solicitation document.  They shall also develop both cost and technical proposals, including timelines and shop drawings, and a narrative description of the methods, procedures, and materials to be used for the project.

The solicitation may result in an award of a Firm-Fixed Price Construction Type Contract in the fourth quarter of fiscal year 2023.

The estimated magnitude for the entire project is between $100,000.00 and $250,000.00 U.S. dollars.  (Note:  FAR range determinations provide relatively wide ranges only in order to give potential offerors a very general orientation.  However, the specified range is not meant to give any indication as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range indicated).

Qualified companies interested in the solicitation shall express their interest by written correspondence to the attention of Mr. Anthony Walker at WalkerAK@state.gov no later than June 18, 2023 using the solicitation number 19GE50-23-R-0083 in the subject line.

Do not telephone.  All requests for a copy of the solicitation MUST include the following information:  Name of Firm, Unique Entity Identifier, Name of Contact Person, Telephone Number and Email Address of Point of Contact as well as the Firm’s Complete Physical and Mailing Addresses.

Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform services in Island.  The solicitation package will only be available in the English language.
