Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
The National Institutes of Health (NIH) intends to award a fixed price contract for one (12) month base period with a period of performance from August 8, 2023 to August 7, 2024 to Information Management Services Inc. of Calverton, Maryland 20705 for the establishment of the BSI Complete Specimen Management System. BSI Complete Specimen Management system is a customizable specimen tracking database solution that would allow the DLM improved control and standardization of its sample management. Documentation of sample location, entry, removal, volume, freeze-thaw cycles, person(s) handling samples, and other data sets would be readily tracked and available via custom built views, reports, and audit history.
The purpose of this acquisition is to establish a service contract for the BSI Complete Specimen Management System, a specimen tracking management database service offered by Information Management Systems, Inc. Clinical specimens, research samples, and microbial isolates of significance are retained long-term by the Microbiology Service for future analyses and archival purposes. The current process for tracking these samples is not ideal in that it is manual, cumbersome, time-consuming, and not standardized. The Excel spreadsheets that are heavily relied upon for this task are prone to accidental overwrite, malfunction, and deletion. The present system does not allow for determination of when a sample is taken out of storage, who took it out, how many times it had been thawed, and if the sample was ever returned to its original storage location. Establishment of the BSI System database would address the limitations our current process, standardize management of samples, and further expand upon our tracking capabilities.
The proposed vendor, Information Management Services Inc. is the only vendor capable of providing the BSI Complete Specimen Management System database.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
