Presolicitation Notice Presolicitation Notice Page 4 of 4 Solicitation: 36C25222B0015 Project: 556-20-002 (CONST) Replace Greenhouse Homes HVAC (VA-22-00024652) Location: Captain James A Lovell (FHCC) 3001 Green Bay Road North Chicago, IL 60064-3048 This construction project is required to have a contractor provide all tools, materials, labor, quality assurance, and supervision for renovations resulting in a complete, compliant, and fully-functional project, including erection of temporary enclosures preventing the release of dust outside of the work area, selective demolition, metal studs, gypsum wall board, paint, ceilings, and flooring, electrical power and light, new HVAC systems serving the four buildings, modifications to the fire protection and alarm system, telecom cabling, and other work to affect a complete turn-key spaces supporting described clinical function(s) and equipment. This project replaces the existing HVAC systems for four single-story housing buildings. All four buildings share nearly identical floor plans with minor variations. New HVAC systems include new ductwork, AHU s, boilers, pumps, steam generators, and controls. Work will be performed on one building at a time, with up 30 days between buildings to allow for relocation of occupants. Relocation of occupants in first building will begin after NTP. Period of Performance is 445 calendar days after Notice to Proceed (NTP). The NTP shall be issued approximately 10 calendar days after award once required payment and performance bonds and certificate of insurance is provided. The solicitation, specifications and drawings will be posted on www.SAM.gov. There will be two (2) pre-bid conference held for this project and all prospective bidders are strongly encouraged to attend. Details of the pre-bid conference will be included in the solicitation package. The North American Industry Classification Code (NAICS) for this procurement is 238220 Plumbing, Heating and Air Conditioning Contractors; small business $16.5 Million size standard applies. Pursuant to Public Law 109-461, this solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the CO that it is a (1) SDVOSB or VOSB eligible under VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB/VOSB listed as verified in VIP database at:  https://www.vip.vetbiz.gov. Estimated price range for construction is between $2,000,000 and $5,000,000. The solicitation will be issued on or about January 31, 2022 with the bid opening on or about March 4, 2022. The bidder is responsible to monitor and download any amendments from SAM.gov which may be issued to this solicitation.
