Description
The Missile Defense Agency (MDA) Aegis Ballistic Missile Defense (BMD) Program intends to issue a modification to Contract HQ085121C0002 for Lockheed Martin Rotary and Mission Systems (LM RMS) of Moorestown, New Jersey, to continue efforts for an additional eighteen months (thirteen (13) month base, five (5) month option period). LM RMS shall continue to perform as the Aegis BMD Combat System Engineering Agent (CSEA) and Aegis BMD Weapons System (WS) developer. Aegis BMD is a land- and sea-based component of the MDA’s Ballistic Missile Defense System (BMDS). LM RMS will provide the necessary material and technical engineering to define, develop, integrate, test, deliver, install, and field WS capability for Aegis Cruisers (CGs), Aegis Destroyers (DDGs), and the Aegis Ashore Missile Defense System (AAMDS) through Calendar Year 2024. LM RMS will allocate Aegis BMD Aegis Combat System performance requirements and error budgets to functional subsystems and components, develop Aegis BMD WS Specifications, and design, code, and test the WS (both land-based and at sea) through Systems Demonstration and support the government Combat System Certification. LM RMS will perform program management, system engineering, shipboard installation, test, checkout, and support to BMDS flight tests, ground tests, and simulation events (e.g. performance assessments) in order to facilitate operational capability for CGs, DDGs, and AAMDS. LM RMS will ensure that the WS baselines, as fielded, meet the applicable requirements, and are integrated and interoperable with the other BMDS elements.
LM RMS will work in close collaboration with the Prime Contractors for the other MDA BMDS elements to optimize Aegis BMD performance as part of the BMDS. LM RMS, and its predecessor companies, has served as the United States (U.S.) Navy’s Aegis CSEA and computer program development source since the Aegis Program inception in 1969. LM RMS has also performed as the Aegis BMD CSEA and computer program development source since the Aegis BMD program’s inception. As a result, LM RMS uniquely possesses the in-depth technical knowledge of the system to satisfactorily perform the work. This expertise cannot be attained by any other contractor within the anticipated period of performance without incurring a substantial duplication of costs and an unacceptable delay in fulfilling the Agency’s requirements. The proposed contract action is for system engineering expertise for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) as implemented by Federal Acquisition Regulation 6.302-1. If there is a contractor who reasonably believes it can execute this requirement without incurring substantial duplication of costs and fulfill the MDA’s requirement without experiencing unacceptable delays, please submit a capability statement (not to exceed 10 pages) to this office by the stated response date. The U.S. Government is not liable for any cost associated with the capability statement. Responses received will not be returned. This notice is not a request for competitive proposals.
