Description
Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a contract effort for one base year and two option years for system engineering, software engineering, cybersecurity, integrated logistics and training support for the MQ-8 Fire Scout Unmanned Aircraft System (UAS) to Northrop Grumman Systems Corporation – Aerospace Systems (NGSC), San Diego, CA.
The proposed sole-source effort includes such activities as: engineering investigations; root cause corrective actions; configuration management; safety integration; software system integration and support; software design; qualification testing; cybersecurity activities; logistics management; transportation and documentation support; maintenance, test and support equipment requirements; and instructional operator activities for the MQ-8 Fire Scout UAS. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) (formerly known as 10 U.S.C. 2304(c)(1)[1])and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” NGSC is the sole designer, developer, manufacturer, and integrator of the MQ-8 Fire Scout UAS, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
