Description

Except for those items specified as government furnished property (GFP) and services, the Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to: perform all operations for the collection and disposal of refuse and recoverable materials generated at FLW and LORA; operate the FLW Recycling Center, Compost / Clean Fill Area and Brush / Stump Area; facilitate e-waste recycling events; and recycle or dispose of used oil, as defined in this Performance Work Statement (PWS). The Contractor shall determine the best disposal method for solid waste management to avoid picking up an empty dumpster or container.  The disposal method shall be approved by the COR.  The Contractor shall empty recycle/refuse containers, compacters, and roll-offs as required in this PWS and as required in the TEs.  The Government reserves the right to direct the Contractor to relocate refuse and recoverable material collection points, to decrease or increase the number of collection points without additional expense to the Government as long as it does not increase the overall collection points by more than +/- 15% of the original number.  In the event of demand fluctuations, frequency adjustments above or below 15% must be approved by KO.  The Contractor shall remove all litter and waste on the ground within a ten (10) foot radius of the container.  The Contractor shall track and report to the COR/ACOR all container weights and number of services per week.  The Contractor shall perform services IAW approved scheduled routes for pick-up and respond to calls for service when dumpsters reach full before scheduled pick-up.
