Headquarters Advisory & Assistance Services Support (SpAASS) Program

This special notice is to communicate all Advisory and Assistance Service (A&AS) Fair Opportunity Competition (FOC) opportunities under the Space Advisory and Assistance Services Support Program (SpAASS). 

Under the SpAASS Program, the Government will execute competitive task orders against the General Services Administration (GSA) OASIS Small Business Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) under Pool 1 in accordance with HQSF and L2 requirements. SpAASS task orders are 100% Small Business Set-Aside contracts (FAR 19.502) with the ability to set aside for Socio-Economic concerns (FAR 19.8 thru FAR 19.15). The Government reserves the right to apply further Socio-Economic Set-Asides at the individual task order level where applicable and in the best interest of the Government. In order to best meet the HQSF A&AS requirements, the acquisition strategy and fair opportunity plan, including the solicitation instructions and evaluation criteria, will be determined at the individual task order level. Further notifications, market research, and solicitation activities for requirements under the Headquarters Space Advisory & Assistance Services Support Program will take place through GSA OASIS.
