Description

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS: The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Philadelphia Contracting Office intends to procure Educating, Acquisition, Global Logistics and Engineering (EAGLE) Science, Technology, Engineering, and Math (STEM) Mentoring Program Support Services in support of NAVSUP Weapon Systems Support (WSS) in Philadelphia, PA. The program is designed to support NAVSUP WSS investment in STEM education in the greater Philadelphia area and supports the increased development of math-based skills for high school students with the goal to help prepare students for college and eventually careers with the Navy. NAVSUP FLC Norfolk Philadelphia Contracting Office intends to solicit the Independence Seaport Museum (ISM) on a sole source basis in accordance with FAR 13.106-1(b)(1). The basis for soliciting ISM on a sole source basis is that ISM is the only vendor with the required infrastructure and resources available to support this program. ISM has a proven track record and has demonstrated their ability to perform by engaging with the public through enrichment tours and historically based classes. ISM has the capacity to host students, provide qualified instructors, and is able to provide the necessary facilities to accommodate the learning process with the flexibility to execute the EAGLE curriculum on short notice. The applicable NAICS code is 541990. The small business size standard for this NAICS code is $17M. It is the Government’s intent to award a single, firm-fixed price purchase order to ISM in accordance with FAR Part 13. Interested parties may identify their interest and capability to respond to the requirement and may submit information that shall be considered by NAVSUP FLC Norfolk, Philadelphia Contracting Office. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Any responses to this synopsis should be sent to the attention of Ms. Coleen Johnson via email at coleen.r.johnson.civ@us.navy.mil. These responses shall be received no later than 12:00 PM EST on 10 November 2022.
