Description
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1(b)) with Colorado State University, 900 Oval Drive, Fort Collins, 80523, for a service contract for field collection and monitoring of Endangered Hawaiian Coot and Hawaiian Gallinule on MCBH, Kaneohe Bay.
The U.S. Marine Corps Base Hawaii (MCBH), in collaboration with the U.S. Army Engineer Research and Development Center, Environmental Laboratory (ERDC-EL), requires species-specific inventory and monitoring, and evaluation of specific vital rates, for two federally endangered waterbirds (Hawaiian Coot or ‘Alae ke‘o ke‘o [Fulica alai] and Hawaiian Common Gallinule or ‘Alae’ula [Gallinula galeata sandvicensis]) that inhabit wetlands on the installation. Both species use a variety of wetlands on Oah’u, but habitat loss and degradation have reduced their range and abundance.
Colorado State University is the only entity with all the necessary qualifications: 1) A current Federal Permit from the USFWS, and the USGS Bird Banding Lab, that includes capturing, banding, and telemetering federally endangered Hawaiian waterbirds; 2) Developed specialized capture and marking techniques for endangered Hawaiian Coot and Hawaiian Common Gallinule; 3) Current engagement with Hawaiian partners on federally endangered Hawaiian waterbirds; 4) Expert knowledge of Hawaiian wetland habitats, and specific management requirements for native and non-native vegetation; 5) Advanced degree in environmental studies, ecology, ornithology, conservation biology or other relevant area.
This acquisition is being conducted under FAR 13.106-1(b). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 813312 with a Small Business Size Standard of $16,500,000.00. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar items. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
