Description

This is a combined synopsis/solicitation for commercial tree removal services prepared by 47 Contracting Flight at Laughlin AFB, TX in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number "FA3099-23-Q-0001, Tree Removal Blanket Purchasing Agreement (BPA)" is hereby issued as a Request for Quotation (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures.

The award shall be made under North American Industry Classification System code 561730 with a small business size standard of $8M.  This acquisition is 100 Percent Small Business SetAside and will hereby be solicited as such.  Funds are NOT presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.  

The minimum trees the government is required to remove (Including Base Year and Four Option Years) under this contract is a total of five (5) trees.  However, the government reserves the right to remove up to three hundred and five (305) trees during the duration (5) years of all base year and four option years. The minimum number of trees with each order the government is required to place is a minimum of three (3) trees each time an order is placed.  The government reserves the right to modify the contract to add trimming requirements necessary for the health of the trees, so long as the 305 total number is not exceeded.  At any time, Laughlin AFB reserves the right not to exercise any options.

Ensure all of the following items are addressed in your quotation:

1) Acceptable FOD Plan

2) Technical Risk Addressed

3) Description of CLIN and Price each CLIN; ensure attached pricing sheet is filled out completely.

4) Any applicable prompt payment discounts terms

5) Length of time quote is valid (Quote shall be valid until 30 Sept 23)

6) Contact information for individual authorized to provide pricing information

7) Data Universal Numbering System (DUNS) and Commercial and Government Entity (CAGE) code for System for Award Management (SAM). Offerors shall include with their offer a completed copy of the provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Mar 2016) and Alt I (Mar 2016). An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov . If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision.
