Description

The Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award for the procurement of the service labor to update parts of the current electronic Naval Science (NS) curriculum and training on their Classroom Performance System (CPS) software. Navy Junior Reserve Officers’ Training Corp (NJROTC) has an electronic Classroom Performance System (CPS) that provides the program's Naval Science (NS) curriculum.  The proprietary CPS software and equipment was procured from Turning Technologies.  Turning Technologies, Original Equipment Manufacturer (OEM), is the sole provider of their equipment, maintenance/calibration, and training. All equipment and materials are patented/copyrighted and are only distributed by Turning Technologies. Turning Technologies is the only entity that can execute this work as a number of key proprietary elements, the specific content and strategies, are not available from other sources. Turning Technologies is the equipment, training, and calibration designer and, as such, has full proprietary rights and they are not releasing it to any vendor. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 611710 Educational Support Services, with a Small Business Size of $24M. This notice of intent is for information purposes only.  All sources eligible to provide this requirement must respond in writing.  Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above.  A request for documentation will not be considered as an affirmative response.  If no responses are received, within three (3) calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.  Response to this notice is to be sent to Maxine.a.lopez.civ@us.navy.mil .
