J065--Notice of Intent to Sole Source - BD Software Maintenance Service

The Department of Veterans Affairs, Network Contracting Office 17, intends to award a Firm Fixed Price, Sole Source contract under the authority of FAR 6.302-1(a)(2)(ii) to CareFusion Solutions, LLC, a wholly owned subsidiary of Becton Dickinson and Company (BD), 3750 Torrey View Court San Diego, CA 92130 for the procurement of infusion pump software maintenance service on Alaris System equipment currently in use at Dallas VA Medical Center, VA North Texas Healthcare system (VANTHCS). This order for software management services for the Alaris System, to be performed for one (1) base year and (4) option years of contract award, will be placed on a sole source basis with CareFusion Solutions, LLC as the following circumstance in FAR 13.106-1(b) applies: only one source is capable to provide the services required at the level of quality required because the software maintenance support programs (Optimization and Software Management Services) to Alaris® System users is proprietary to BD. The Engineering Biomed Department at the Dallas VA Medical Center, VA North Texas Healthcare system (VANTHCS) currently utilizes BD Aleris equipment that is maintained by the BD software. This requirement will provide the enhancement of the value of the existing Alaris System and the Alaris Systems Manager. It will also the whole Guardrails Suite MX and the Alaris Systems Manager. The substitution of any other software other than the Optimization and Software Management Services from the manufacturer, BD, will not guarantee interoperability and cause duplication of cost to the Government. Delivery schedule will be discussed prior to issuing the contract award. The anticipated award date is November 01, 2022. This notice is not a request for competitive quotes; however, that all responsible sources and interested parties may identify their interest and capability to meet the requirements by submitting technical data for this requirement data within 15 calendar days of this notice posting (no later than October 05, 2022, by 09:00 AM CST, to Angela Kyte, via email at angela.kyte@va.gov which shall be considered by the agency.
