Description

This notice of intent is NOT a request for competitive proposals and the Government does not intend to post a competitive solicitation for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government.
Department of Commerce, NOAA Acquisition and Grants Office (AGO), Western Acquisition Division and Alaskan Fisheries Science Center (AFSC), Marine Mammal Laboratory, requires services to conduct serologic analyses to detect exposure to pathogens in Alaskan pinnipeds. From 2009 – 2024, the MML has collected 86 serum samples from Alaskan pinnipeds and the MML expects to collect more samples in the near future. All of these samples will need to be analyzed.


The Government intends to award on a sole source basis in accordance with FAR 13.106-1(b)(1) to:

A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Any responses and information received by the Government will be considered solely as market research for the purpose of making a final determination as to whether the need for a competitive procurement exists.
