Notice of Intent to Sole Source: USBP El Centro Farrier Services

This special notice serves as a notice of intent to award a single source requirement to EARLS WESLEY E (502 S Western AVE Brawley, California 92227-3136) for farrier/horseshoeing services for sixteen (16) horses owned by the U.S. Customs and Border Protection, El Centro Sector, Horse Patrol Unit.  Contractor is required to be located within the 20-mile radius required by the Statement of Work (SOW) to ensure prompt response time for issues such as emergency shoe replacement within 24-hours (as is also required by the SOW).

This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i).  This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement by Friday, February 24, 2023 at 4:00pm Eastern time.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any vendors who believe they can provide the services and can provide proof of ability to meet the requirements should email their company’s capabilities information to the attention of Contracting Officer Benjamin Dorgan by the required response date.  Only email submissions sent to the following address will be accepted: benjamin.j.dorgan@cbp.dhs.gov.  No phone calls.  Information submitted should fully support the company’s capability to perform the farrier services required.
