The International Boundary and Water Commission is seeking a price quote for a 73/20 TONS Gantry Crane Assessment as per Scope of Work attached with this solicitation.

73/20 TONS Gantry Crane Assessment for the USIBWC Falcon Field Office, located at PO Box, 1 FM 2098 Reservoir Rd., Falcon Heights, TX 78545.

The North American Industry Classification System (NAICS) for this requirement is 333923 Overhead Traveling Crane, Hoist, and Monorail System Manufacturing. The Small Business Administration (SBA) size standard for this sector is 1,250 employees.

The government will award to the lowest price, technically acceptable, responsible offeror.

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred because of this request for proposal.

The Contractor will be paid in accordance with FAR 52.232-33 Payment by Electronic Funds Transfer – System for Award Management (October 2018). Invoices must be submitted via the Invoice Processing Platform (IPP).

The U.S. Section International Boundary and Water Commission (USIBWC) has transitioned to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency.

does this SOW require a formal rail survey to be performed or is the intent only to be a visual inspection of the rail
system? The Contractor shall determine means and methods required to provide an assessment that meets the
objective of the Performance Work Statement.

Does the SOW for this project require a civil engineer inspection of the building? The Contractor shall determine means
and methods required to provide an assessment that meets the objective of the Performance Work Statement.
Is this structural inspection of the building only required at the crane runway and the areas directly attached to the
building or the entire building structure? It is required for the building elements that transfer the crane forces to the
foundation.
Is the structural inspection to be visual only? The Contractor shall determine means and methods required to provide
