Government is considering having a site visit.  Any intersted vendor interested in attending an optional site visit, please submit a notice to POCs by 04/27/2022 at 1:00 p.m. (CST).

This Request for Quote (RFQ) is for non-personal services to provide all personnel, equipment, tools, materials, vehicles, and supervision necessary to perform Airfield Management Services (AMS) in accordance with the Performance Work Statement (PWS).

The proposed period of performance for the base year is, 1 Oct 2022 - 30 Sep 2023, with four one-year option periods which are, Option Year 1: 1 Oct 2023 – 30 Sept 2024, Option Year 2: 1 Oct 2024 – 30 Sept 2025, Option Year 3: 1 Oct 2025 – 30 Sept 2026, Option Year 4: 1 Oct 2026 – 30 Sept 2027; with the included 52.217-8 Clause, the total period of performance will not exceed 66 months. The Government is not obligated to exercise any options. If any option is exercised, the Government will follow procedures IAW FAR 52.217-9 and FAR 52.217-8 accordingly.

The acquisition will be 100% set aside for Service- Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification System (NAICS) code for this acquisition is 488119 and the applicable small business size standard is $35M.

The upcoming solicitation will be based on FAR Part 13 (Simplified Acquisition Procedures) and FAR Part 12 (Commercial Items).

Government reserves the right to either include or not include a site visit within the RFQ. Currently RFQ does not include a site visit.  However, if we receive a notice from at least two eligible (registered as a SBDV) vendors that they are interested in attending a site visit at Laughlin AFB, the government may consider having one; notices need to be submitted by 04/26/2022. In your notice, include a brief rationale on what the added value is for a site visit.

All prospective offerors must be registered in the System for Award Management (SAM) to award. Registration may be accomplished at website, https://www.sam.gov.

Evaluation criteria is within the attached SF1449.  Offerors a required to comply with all applicable solicitation attachments. 

This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any Quote preparation cost. The Government reserves the right to cancel/amend the solicitation either before or after the solicitation closing date.
