Description

This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number W913E522Q0009 is being issued as a request for quotation (RFQ).

The associated North American Industry Classification System (NAICS) code is 238910 – Site Preparation Contractors, which has a size standard of $16.5M. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.

The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) Biogeochemical Sciences Branch (BSB) in Fort Wainwright, Alaska has a requirement for the installation of four (4) temperature boreholes; logging of the four (4) borings drilled; and transportation of possible hazardous waste.

Performance Specifications: The primary aspect of this project will include geotechnical and environmental drilling services to support CRREL with the second phase of the permafrost and groundwater characterization at OU4, Ft. Wainwright, AK. Four boreholes will be drilled at locations where permafrost degradation is likely to occur during a warming climate. A solid PVC pipe (thermistor casing) will be placed within the boreholes, back filled with clean drilling sand and sealed with bentonite clays, to prevent any potential surface water from entering the boring.

Please reference the attached RFQ for instructions and applicable provisions and clauses.  Award will be made to the offeror whose quote represents the lowest price technically acceptable offer (LPTA). The following factors shall be used to evaluate offers: technical capability to perform the required services and price.
