Description

The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD) on behalf of Product Manager Force Sustainment Systems (PM FSS), located at the Natick Soldier Systems Center intends to negotiate a contract modification on a sole source basis in order to extend the production ordering period by twenty-four (24) months for the ESPS production contract that was competitively awarded on 8 September 2017 with a five (5) year ordering period.

PM FSS has a requirement for the ESPS production ordering period to be extended by twenty-four (24) months under the existing firm fixed price IDIQ contract W911QY-17-D-0021 IAW DFARS 217.204(e)(1) which provides the DoD the authority to extend IDIQ contracts beyond five years. The Army requirement is to have a contract vehicle in place to procure ESPS units and associated equipment under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
