Sources Sought for USACE Portland District Leadership Development Program

This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought is to determine interested parties, socioeconomic status availability, capabilities, and qualifications. The Government intends to use responses to this sources sought synopsis to make appropriate acquisition decisions for future acquisitions. The U.S. Army Corps of Engineers, Portland District is seeking sources registered under NAICS Code 611430 - Professional and Management Development Training.

1. DESCRIPTION OF REQUIREMENT:

The U.S Army Corps of Engineers (USACE) Northwestern Division (NWD) is pursuing a non-personal service contract for the Regional Leadership Development Program (RLDP).  This contract requires professional services of an entity to provide transformational leadership development experiences and instruction. This contractor will work collaboratively with NWD Program Manager (hereinafter referred to as “Program Manager”) and two NWD RLDP Facilitators (hereinafter referred to as “Facilitators”) to administer a regional leadership development program for a maximum of 12 Corps employees (hereinafter referred to as participants, or collectively as the cohort) annually.

The anticipated Firm Fixed Price service contract will include a one base and three optional cohort/instruction years.

See attached Performance Work Statement for complete requirement. See attached anticipated evaluation criteria to determine areas of focus for Portland District in selecting a contractor.

2. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS

  3. Small Business Status; In the event that you are a small business under NAICS 611430 or that of a similar size standard, state the category of small business, such as 8(a), HUBZone, Veteran Owned Small Business, Woman Owned Small Business, or SDVOSB.
  4. Statement of Capability; Statement of skills, knowledge, experience and capability of your firm to perform the requirements described in the PWS, including a statement you are able to submit all information required by the evaluation criteria of the forthcoming solicitation. NOTE:  A statement of capability must be detailed enough to validate the firm’s capability to perform, similar to the requirements of the attached draft evaluation criteria, for the government to confidently determine the firm’s ability to provide the required services.
