Notice of Contract Action

This synopsis constitutes a Notice of Proposed Contract Action (NOCA) by the Space Systems Command, Space Domain Awareness & Combat Power, Contracting, SSC/SZK, LA AFB, CA 90245, of the intent to solicit a proposal from and negotiate a contract with Raft LLC for the purchase of Defensive Cyber Operations for Space capabilities.

This synopsis is for a proposed contract, IAW FAR 5.201(b)(i), for which the Government intends to solicit and negotiate with only one source, IAW10 U.S.C. § 2304(c) (1) as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”  Raft LLC is uniquely capable of meeting the Government’s requirement for providing the required services for the Defensive Cyber Operations for Space. To compete this effort would cause the Government to suffer unacceptable delays in fulfilling the Government's requirements. The security implication, the complexity of the systems involved, and the required expertise in specific methodologies and disciplines outlined in the Performance Work Statement would necessitate a contractor other than the incumbent to be afforded a minimum of a 90-day phase in transition time prior to being capable of successfully performing these requirements. Additionally, gaining access to SCI and SAP data would require 180+ day security investigations and adjudications.
