This RFI does not constitute a solicitation (Request for Proposal (RFP) or Request for Quotations (RFQ)) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not, at this time seeking proposals and will not accept any unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets shall be clearly identified.

2.0 Description:
The Administration for Children and Families (ACF), Government Contracting Services (GCS) is seeking information on behalf of Health and Human Services (HHS), Office of Refugee Resettlement (ORR), Division of Unaccompanied Children Operations for the development of region-wide local network(s) Continuums of Care (COC) for unaccompanied children who meet special population criteria, by connecting licensed, high quality care providers experienced with serving special population youth. The COC for special population unaccompanied children includes care for those unaccompanied children who meet criteria for Secure Care, Diagnostic Center (DC) Care, Psychiatric Residential Treatment Facility (PRTF) Care, Residential Treatment Center (RTC) Care, Therapeutic Group Home (TGH) Care, Staff Secure (SS) Care, and Partial Hospitalization Program (PHP). When referencing region-wide local network, the ORR expectation is for the contractor to identify a strong community of care providers, inclusive of a sufficient number of providers for each level of special population care, to be located within in a cohesive geographical area or region. In-network care provider facility locations shall be conducive to serving as access to the full continuum of necessary immediate needs or transfers between levels of care for unaccompanied children placed in the contractor’s physical care. The continuum of care design may be located on a same campus and operated by one or more care provider organizations; or the continuum of care may be located within a prescribed geographic area conducive to connecting a network of care provider organizations to make up the continuum of care.
The intent for this RFI is to explore the industry’s capabilities to develop a region-wide local network(s) Continuums of Care (COC) for unaccompanied children who meet special population criteria.
3.0 Information Requested:
ORR Division of Unaccompanied Children Operations seeks to identify vendors with experience in developing, or who have already developed region-wide local network(s) Continuums of Care (COC) for children who meet special population criteria. The Government is seeking industry feedback to the Statement of Objectives (SOO).

4.0 Submission Details:
Responses shall include a cover page with the following:

Responses, in entirety, shall be limited to the page count as described below. Documents should be formatted in accordance with the following:

- Be formatted with Microsoft Word or Adobe Acrobat Reader Version
- Page counts to be limited as described below:
- 15 pages maximum for company capabilities and experience
Submissions shall not exceed a 5 MB email limit for all items associated with the response. Hard copy responses will not be accepted. The Government will not accept company literature or marketing materials.

The contractor shall provide a capabilities statement that includes demonstrates and/or describes the following:
- Ability to create/deliver a continuum of special population care as described in the PWS
- Description of current services/partners
- How the network of quality care and services will ensure industry best practices
- Description of approach to ensure 100% timely admissions, diagnostics, transfers to higher or lower levels of care pending needs of unaccompanied children, and discharges and family unifications
- Barriers to a network capacity
The cohesive geographical area or region designed should take into consideration locations of the different in-network levels of care facilities, if not located on one campus. It should take into consideration and describe the strategy for admissions and convenience of distances when there is a clinical need for unaccompanied children to be transferred within the network of care.
