Description

Notice of Intent to award a sole source requirement to IMPERIAL VALLEY RIFLE & PISTOL ASSOCIATION INC (2250 Wheeler RD Imperial, California 92251) for provision of outdoor firing range facility usage.  The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), El Centro Sector (ELC), requires the use of an outdoor range for quarterly firearms qualification purposes.  Currently ELC does not have a Government owned firearms facility and must contract with private firearms facilities in order to fulfill firearms training requirements.  Through extensive market research, it has been determined that only IMPERIAL VALLEY RIFLE & PISTOL ASSOCIATION INC can meet all of ELC’s requirements to include range size requirements, operating/access hours and/or distance requirements from ELC's Headquarters as required by the attached Statement of Work (SOW).


This proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i).  This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement by Monday, February 3, 2025 at 8:00 am Eastern Time.  A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Any vendors who believe they can provide the proof of ability to meet the requirements should email their company's capabilities information to the attention of Contracting Officer Benjamin Dorgan by Monday, February 3, 2025 at 8:00 am Eastern Time.  Email submissions must be sent to the following address: benjamin.j.dorgan@cbp.dhs.gov.  No phone calls or fax submittals.  Information submitted should fully support the company's capability to meet the outdoor firing range facility requirements as outlined within the SOW.
