Description

The purpose of Amendment 3 is to extend the proposal due date from November 15, 2022 to December 6, 2022, extend the due date for NASA’s response on OGFPA and GTA requests to allow further coordination, and incorporate updates to the solicitation as a result of industry questions and comments. Further details are available within the Change Log of each document. As a result, the following documents are updated with Amendment 3:

  • NextSTEP-2 Appendix P, HLS SLD BAA_Amendment 3
  • Attachment E, Model Contract_Amendment 3

The purpose of Amendment 2 is to incorporate two reference documents as part of Attachment A-02 (Reference Library – Relevant Standards and Documents), and incorporate updates to the solicitation as a result of industry questions and comments. The following documents are updated with Amendment 2:

The purpose of Amendment 1 is to adjust the OGFPA and GTA due dates referenced in the BAA to accommodate a Federal holiday and to allow further coordination on OGFPAs and GTAs.

The Notice ID for the NextSTEP-2 Appendix P solicitation has been updated from NNM19ZCQ001K_Appendix-P-HLS-SLD to NNH19ZCQ001K_Appendix-P-HLS-SLD. This correction to the original Notice ID posted on September 16, 2022 ensures consistency with the solicitation documents.

NASA is requesting that industry submit a proposal in response to this Solicitation under the NextSTEP-2 BAA for Appendix P, Human Landing System (HLS) Sustaining Lunar Development (SLD) for the development of a sustainable HLS integrated lander and execution of a crewed flight demonstration to the lunar surface no later than 2028. The primary objective of this Solicitation is to enable the rapid development of a safe and functional HLS that can meet NASA and industry requirements, and execute a crewed demonstration of a sustainable HLS Integrated Lander in order to enable recurring and sustainable human access to the lunar surface. Additionally, NASA plans to leverage crewed lander development activities to procure and certify the design of a Human-class Delivery Lander (HDL), capable of human-class cargo delivery to the lunar surface.
