Description

Blanket Purchase Agreement (BPA) Crane Inspections and Repair Combined Synopsis/Solicitation

The U.S. Army Corps of Engineers (USACE) Detroit District has a requirement for a Blanket Purchase Agreement (BPA) Crane Inspections and Repair.

(i) This is a combined synopsis/solicitation for a commercial product prepared in accordance with FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being provided.

(ii) The solicitation number is W911XK23R0032. The solicitation is being issued as a Request for Proposal (RFP).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05 dated September 07, 2023, and Defense Federal Acquisition Regulation Supplement (DFARS) Change Notice (DCN) 20230817. This action is subject to any changes to the Federal Acquisition Regulation (FAR) and the DFARS prior to establishment of this date.

(vi) This procurement is for Full and Open Competition, Unrestricted to Business Size. It is being procured as Firm-Fixed Price (FFP) master BPA under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The associated NAICS code is: 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The PSC code is J039 – Maintenance/Repair/Rebuild Of Equipment- Materials Handling Equipment.

(v) Contract supply by line-item number, item, quantities, and unit of measure are within the pricing schedule contained in the solicitation.

(vi) This BPA is established for recurring services required for the inspection and maintenance of fixed and floating crane equipment, supplying/installing maintenance/repair parts, crane rigging component inspection, repair, replacement, and supply, and short-term crane rental located at USACE Detroit District facilities located along Lake Superior, Lake Michigan, Lake Huron and the western portion of Lake Erie. The majority of crane services will be performed at Duluth, MN, Sault Ste. Marie, MI, and Detroit, MI.

(vii) Basis of Award: The Government intends to award a target of three (3) BPAs to the lowest priced offeror(s) meeting responsibility standards IAW FAR Subpart 9.1 and meeting the minimum requirements of the solicitation, receiving no less than an acceptable rating for technical evaluation and past performance.

(viii) Customary commercial practices for warranty requirements are applicable for this acquisition.

(ix) The Offeror shall submit an electronic proposal. All proposal information must be in the English language and priced in U.S. dollars. The Government reserves the right to seek clarification on any aspect of the offeror’s proposal.

(x) Proposals for this requirement are due on October 18, 2023, at 2:00 PM (Eastern). Proposals shall be emailed to the Contracting Officer and Contract Specialist identified in the RFP.

(xi) To assure timely processing of proposals, Offerors must follow the instructions contained within the solicitation. Offerors are required to meet all solicitation requirements. Failure to include all required information may cause the offer or proposal to be considered non-responsive and not considered further for award.
