The purpose of this amendment is to do the following:

1.  To extend the Solicitation closing date to September 5, 2022, 3:00 PM EDT.

2.  To provide responses to questions via attachment labeled:  "75F40122R00016 Questions and Responses."

ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06.

THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. The solicitation number for this acquisition is 75F40122R00016 and is being issued as a Request for Proposal (RFP). The NAICS Code for this solicitation is 811219 and the Small Business Size Standard is $22.0M. This will be awarded as a 100% Total Small Business Set-Aside. Prospective Offerors are responsible for downloading the solicitation and any amendments from SAM.gov.  The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer is providing the Best Value and discussions are not necessary.

This is a Single Award Indefinite-Delivery/Indefinite Quantity (IDIQ) Task Order oriented contract providing for Fixed Price, Time and Materials, and Labor-Hour type orders. The Period of Performance shall be for a Base Period with four (4) one-year Option Periods. The contract shall include a not-to-exceed ceiling amount.

The U.S. Food and Drug Administration (FDA) White Oak Campus, located at 10903 New Hampshire Avenue, Silver Spring, Maryland, consists of 710 acres of developed land in addition to 130 acres of land planned for continued development. The campus is comprised of state-of- the-art laboratories, office buildings and support facilities. As demonstrated within the Site List, the FDA houses over 3,400 piece of specialty equipment. Subsequently, the purpose of this requirement is to obtain Contractor specialty equipment maintenance and repair services to support FDA’s mission to protect public health by ensuring laboratory specialty equipment located at the White Oak Campus, are maintained and repaired according to local, state, federal and industry standards and regulations (i.e. including BSL3, ISO and AAALAC standards).

The Contractor shall provide FDA with the following services:

  1. Program Planning and Management
  2. Operations and Maintenance (O&M)
  3. Equipment Repairs
  4. Equipment Certifications and Work Clearances
