Description
Notice of Intent
This is a notice of intent to solicit from a single source.
The U.S. Geological Survey (USGS), intends to negotiate a purchase order with Century Geophysical LLC of Tulsa, Oklahoma for a winch and sampling system primarily used for borehole geophysical logging and sampling of a deep monitor well on Maui as described in the Salient Characteristics below.
Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Century Geophysical LLC is, to the USGS¿ knowledge, the only source who can provide a winch and sampling system that is compatible with USGS current systems without the need for custom adapters.
The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
The NAICS code for this action is - 333132 Oil and Gas Field Machinery and Equipment Manufacturing.
Responses to this announcement shall only be accepted through electronic mail addressed to nlushenko@usgs.gov and must be uploaded and received in their entirety no later than August 15, 2022 at 1700 Eastern Time.
Salient Characteristics:
Below is a list of required characteristics for the Winch Drill Kit:
1. Winch must have at least 700 meters or 2000 feet of cable capacity.
2. Depth readings from system must be accurate and consistent.
3. Sampler must be able to be triggered when at the correct depth.
4. Sampler capacity must be 2 liters.
5. Any sophisticated electronic gear attached to the winch must be removable (the winch will mounted over the well in a shelter, but the shelter has no climate or humidity control).
6. Winch must have at least a 4-conductor cable system
7. Drill kit must be compatible with existing government owned Century Geophysical borehole equipment/tools
