Description
The Congressionally Directed Medical Research Programs (CDMRP) Fiscal Year 2023 (FY23) Traumatic Brain Injury and Psychological Health Research Program (TBIPHRP) Clinical Trial Award (CTA) is a Broad Agency Announcement (BAA).
This BAA for the FY23 TBIPHRP is intended to solicit extramural research and development ideas using the authority provided by United States Code, Title 10, Section 4001 (10 USC 4001). This BAA is issued under the provisions of the Competition in Contracting Act of 1984 (Public Law 98-369), as implemented in Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016 and in Department of Defense Grant and Agreement Regulations (DoDGARs) 22.315. In accordance with FAR 35.016, projects funded under this BAA must be for research “not related to the development of a specific system or hardware procurement”. Research and development funded through this BAA is intended and expected to benefit and inform both military and civilian medical practice and knowledge.
The FY23 TBIPHRP CTA BAA provides a description of the TBIPHRP, FY23 CTA Focus Areas, evaluation and selection criteria, pre-proposal/pre-application and full proposal/application preparation instructions, and general administrative information. Specific submission information and additional administrative requirements can be found in the document titled "General Submission
Instructions" available in Grants.gov along with the BAA.
The FY23 TBIPHRP CTA BAA is intended for extramural applicants only.
• An Extramural Organization is eligible non-DOD organization. Examples of extramural organizations include academic institutions, biotechnology companies, foundations, federal government organization other than the DOD, and research institutes.
• Intramural DOD Organization: A DOD laboratory, DOD military treatment facility, and/or DOD activity embedded within a civilian medical center.
Submission is a two-step process requiring both (1) pre-proposal/pre-application submission through the electronic Biomedical Research Application Portal (eBRAP) (https://eBRAP.org) and (2) application submission through Grants.gov (https://www.grants.gov/). Refer to the General Submission Instructions, Section II and Section III, for registration and submission requirements for eBRAP and Grants.gov.
