Description
The Huntington District Corps of Engineers intends to procure an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Title Evidence Services for the State of Virginia with emphasis on the counties of Buchanan and Dickenson. The Performance Period will be a base period of twelve (12) months with four additional option periods each consisting of twelve (12) months. The total contract period will equal five (5) years.
The contract will be a Firm Fixed Price, Commercial Service type contract with a not-to-exceed amount of $1,400,000.00 over the entire contract period. The contract will be awarded to the offeror whose quote conforms to the solicitation and is within a technical/price competitive range, if established, as determined by the contracting officer and has been evaluated as the most advantageous to the Government, all factors considered. All responsive quotes will be evaluated utilizing the following technical factors: (A) Past Performance; (B) Professionally Trained for Type of Work; (C) Capacity to Accomplish the Work in the Required Time; (D) Location in the general geographical area of the project to which the services relate; (E) Cost/Price. Evaluation factors are listed in descending order of importance. Evaluation factor A is the most important. Evaluation factors B and C are the second most important and are of equal importance. Evaluation factors D and E are significantly less important. Thus, price is not expected to be the controlling factor in the selection of the offerors for this SATOC award.
Solicitation documents will be available on or about December 14, 2022, online at https://www.sam.gov. To be eligible for contract award, an Offeror must be registered in the System for Award Management (SAM). Register via the SAM website at https://www.sam.gov
as well as Procurement Integrated Enterprise Environment (PIEE) system at Procurement Integrated Enterprise Environment (PIEE) (eb.mil). The PIEE system will be utilized to submit the quote.
