There is now a second SOW attached that has addition area to be added to overall worksite for servicing.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.  The solicitation number is 70Z037250PR230000249

 issued as an invitation for bids/price quotes unless otherwise indicated herein.  The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005.63.  The associated North American Industry Classification System (NAICS) code for this procurement is 561720 with small business standard of $19.5M.  Only qualified Vendors/Contractors may submit a bid/proposal.  In particular, The US Coast Guard Base Los Angeles/Long Beach requires the following:  Provide all labor, material, tools, equipment and license as required to – Clean Hangar at Sector San Diego in accordance with the attached statement of work (SOW).

A site visit will be held on September 13, 2023 at 10:00AM PDT.  Please email the point of contact:  Matthew J. Stern at matthew.j.stern@uscg.mil for any technical questions and facility access.  All interested vendors/contractors must be registered in System for Award Management prior to award and must comply to all pertinent Federal Acquisitions Regulations, all local, state and federal laws deem necessary for the performance and completion of this project.  All proposals/bids will be evaluated based on technical knowledge and experience, flexibility and price (not necessarily in that order).  Please send all price quotes via e-mail to:  Matthew.J.Stern@uscg.mil.  Submission deadline of bids. price proposal - 1159pm 09/26/2023.

  1. Will all the materials (ie, boxes, equipment, tables, cabinets, desks/computers etc.) be removed from the decon areas or rooms before the contractor comes in to decontaminate the areas or rooms ?
    1. No
  2. Rooms with drop down ceiling - Are you requesting contractor to removal all ceiling tiles and decon above the tiles?
    1. No, requesting cleaning not replacement.
  3. Will ceiling tiles stay in place and not be removed?
    1. Yes, ceiling tiles will stay in place and be cleaned, not replaced.
  4. Are you requiring decon team members to be Haz Whopper trained (40hour), also RCRA trained?

  5. Are there any concerns of Lead paint or Asbestos materials within the decontamination areas?
    1. Yes, lead based paint or asbestos materials have been identified and labeled.
  6. Is there a clearance limit on Hexavalent Chromium for surfaces that have been decon'd?

  7. No site entry then until 07:00 and must be off site by 15:30? So, 8-hour workdays...

  8. What is the timeline for this decontamination to take place?  From start to finish...

  9. Have there been samples taken within the decontamination areas?  If so, can you share the results and the locations taken?

  10. For verification that hexavalent chromium has been eliminated from surfaces in the specified work area will the contractor be required to perform sample testing immediately after cleaning?

  11. Will the USCG restrict industrial work in specified work area during the abatement?
    1. Yes, as operations allow.
  12. Can the USCG upload pictures of the specific HVAC ducting that requires abatement? The site walk only identified the spaces but did not identify which ducting in the spaces required abatement.

  13. What is the cleaning criteria (surface concentration value). If they don't have it, will they want us to provide recommendations?  Clearance Wipe samples or air samples?

  17. Will CIH be acceptable in lieu of a Certified Marine Chemist for Confined Space Clearance (not expected during this project) specified at 4.3?
