Specialty Compressed and Liquid Gases and Cylinder Lease

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W81K0022Q0161 and is issued as a Request for Quote (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 and Defense Federal Acquisition Regulation Supplement Publication Notice (DPN) 20220623.

Solicitation W81K0022Q0161 is for specific grades and specialty compressed and liquid gases and cylinder lease services for Public Health Command - Central, Fort Sam Houston, Texas.  Period of Performance is 01 October 2022 thru 30 September 2023, plus two (2) – 1 Year Option periods. The associated North American Industrial Classification System (NAICS) code for this procurement is 325120, with a size standard of with a size standard of 1,000.  This procurement is being conducted as full and open competition. All eligible businesses may submit an offer, which will be considered.

Offers are due by 20 July 2022, at 10:00 AM, Central Standard Time.  The point of contact is Christina Sylvester at christina.b.sylvester.civ@mail.mil. Offers shall be submitted via e-mail.  Questions shall be submitted via e-mail not later than 15 July 2022.  No questions will be entertained after this date. 

This is a "brand name or equal" solicitation.  The salient characteristics are as follows:

• Vendor must deliver liquid gas within 24 hours of order.

• Vendor must deliver compressed gases within 2 business days of order.

• Vendor must pick up cylinders as requested.

• Vendor must perform billing according to contract.

• Payment Method must be through WAWF.

• Vendor must provide transfer hoses to fill lab-owned storage units and site dewars.

• Vendor must be able to provide cylinders when government owned cylinders are out for retest.

• Vendor must retest all cylinders that require this service.

• Vendor must notify the government in the event a cylinder goes out of test date.

• Vendor must provide Liquid Argon VGL (Vertical Gas Liquid) and Liquid Nitrogen.

• Vendor must provide UHP (Ultra High Purity) and Medical Grade gases.
