Notice of Intent to sole source to TSI for Spectrometer

This Notice of Intent to award a sole source firm fixed price purchase order is provided by the Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS) on behalf of the National Institute for Occupational Safety & Health (NIOSH), Division of Field Studies and Engineering (DFSE).  DFSE has a requirement for an Optical Particle Sizer Spectrometer (OPS 3330).  The TSI Aerodynamic Particle Sizer (APS) 3321 has been used in laboratory studies and provides high measurement accuracy and repeatability, but its relatively heavy weight makes it unsuitable for field studies. The OPS 3330 is ideal for our field studies due to its lightweight design and its excellent comparability to the APS, which ensures that the laboratory and field studies are comparable.  TSI is the only vendor that this instrument can be purchased from.  The intended recipient of this purchase order is: TSI, Inc. located at 500 Cardigan Road, Shoreview, Minnesota.

This order is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability by responding to this notice. This notice of intent is not a request for competitive quotations; however, all quotations/responses received by August 4, 2023 by 2:00PM EDT will be considered by the government. A determination by the government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
