Description

Background: The Gold Stewardship IRSC shall be awarded under the following authority.

Stewardship Authority:  Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. 

Project Location: All or Portions of T22N, R12E, Sections 21and 28, Mount Diablo Meridian.  The Gold Stewardship IRSC is located on the Beckwourth Ranger District of the Plumas National Forest. ~1.5 miles southwest of the town of Graeagle, CA. To reach the contract area from the town of Graeagle, travel south on Highway 89 for ~1 miles. Turn west on Gold Lake Highway (PC519) towards The Lakes Basin Recreation Area. Subdivision will begin within approximately 2 miles on the north side of the county road,  

Description: The objectives of this project are to promote healthy, diverse, fire-resilient forests, improve water quality and improve conditions in the Wildland Urban Interface by performing the following work across 157 acres:         

  1. Cut and remove green sawtimber (10.0 inches to 29.9 inches DBH).
  2. Cut, skid and deck green biomass (3.0 inches to 9.9 inches DBH) material.
  3. Chip and haul biomass material, including tops and limbs from sawlogs to a cogeneration plant or other disposal site.
  4. Perform temporary road construction.
  5. Recontour entrances from Plumas County Rd. 519 into the project area.  Permanently close temporary road access and spread logging slash within landings for erosion control.
  6. Provide traffic control.
  7. Re-contour newly constructed bench skid trails if awarded
  8. Re-contour newly constructed temporary roads if awarded.

The cost for Item 1 has been appraised for in the timber value; therefore, separate payment for this work will not be made.  Estimated volume of sawtimber is 6,644 tons and the volume of biomass is 5,999 tons.

Period of performance is from date of award through March 31, 2025.  No organized site visit is planned but contractors are urged to site the visit prior to quote submission.
