This is market research only and in no way gurantees a contract or order.  Please do not provide any procurement or company sensitive or proprierity information.  The Department of Justice (DOJ) AFMS is doing market research for online vehicle valuation services (tool).  In the past DOJ AFMS has used an online vehicle valuation service for field entities to help determine the estimated the value of seized assets such as automobiles, trucks, boats, recreational vehicles, marine and watercrafts, motorcycles, manufactured homes, snowmobiles, farm equipment, etc.….  Over the last three years the number of lookups averages about 24,989 over a 12-month period.  For planning purposes only and subject to change, the Government anticipates the number of lookups not to exceed 35,000.

For a market research and planning purpose the online valuation services should be able to allo the Government to have a DOJ AFMS account to allow for multiple users (DOJ AFMS staff) within the United States to use to perform up to 35,000 lookups over a 12-month period.  For market research only and subject to change; the online lookup tool should include the minimum capacity:

  1. Search Capacity. Must be able of searching by VIN, make, model, body type, manufacturer, year, ownership, and use.
  2. Capable for accessing the following benchmark values:
    • Auction Values (Low, Average and High); Updated at least weekly; Representing recent price action for used cars and light-duty trucks at wholesale auction
    • Trade-In Values (Rough, Average and Clean Condition-Based Values); Updated at least monthly; Representing the typical price for a vehicle at trade-in
    • Loan Value (Clean Condition-Based Value) Updated at least monthly; Representing the potential amount of credit that may be obtained on a vehicle
    • Retail (Market) Value (Clean Condition-Based Value); Updated at least monthly; Representing the typical selling price for a vehicle
  3. Capable for benchmarking values for a range of assets and vehicles, including:
    • New vehicle MSRP and invoice
    • Used cars and light-duty trucks, with values dating back to 1993
    • Commercial trucks
    • Classic, collectible, exotic and muscle car
    • Motorcycles, snowmobiles, ATVs and personal watercraft
    • Vintage, collective and retro motorcycles
    • Recreation vehicles, manufactured homes, and trailers (utility, horse, equipment)
    • Marine vehicles
    • Van / truck conversion vehicles and limousines
    • Farm equipment
    • Vehicles equipped to for ADA accessibility
  4. Capable of automatically calculating accessory and mileage options to ensure accurate valuations
  5. Capable of generating history Report generator for reference, printing, exporting, and/or downloading.  The reports must be capable of providing the vehicle service history, maintenance, and accident history.
  6. Ability to look up vehicles by scanning the VIN through via smartphone, tablets, or other type of mobile devices.
    • VIN Scanner Application provides superior barcode recognition, reading of both regular (linear) and square (2D) VIN barcodes.
    • Capable of reading scanned VIN to online for decoding.
    • Mobile and web access and VIN Scanner are included.
  7. Capacity to key in the VIN or select make/model through your desktop, smartphone, and/or mobile device in a user-friendly process.
