AMENDMENT #2: Updated the attached SOW, to correct a clerical error. The requirement is for six (6) classes, exclusive of the Options. Please, refer to the attached SOW, for reference. In addition, the closing date as been extended to 30-MAY-2024 @ 1400 EST. 

AMENDMENT #1: Removing the Small Business set-aside designation, as referenced above and below. This requirement is being solicited on an unrestricted basis. For more details, see below. 

N66604-24-Q-0441 Combined Synopsis/Solicitation

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quotation (RFQ) number is N66604-24-Q-0441.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) contract with Options for training services, in accordance with the Statement of Work, provided as Attachment 1.

This requirement is being solicited on an unrestricted basis, as concurred by the NUWCDIVNPT’s Office of Small Business Program. The North American Industry Classification Systems (NAICS) Code is 611699; the Small Business Size Standard is $16.5 Million Dollars.

The requirements for these training classes have an initial Base Year award with Options, with each class providing for a minimum of fifteen (15) attendees each, as follows:

The period of performance is date of award through 60 months thereafter.

Shipping is F.O.B Destination.

This requirement will be awarded to the Offeror with the lowest price technically acceptable (LPTA) quote. In order to be deemed technically acceptable:

1.  Quote all classes needed, IAW SOW;

2.  Provide proof of inclusion on Navy Shipboard Certified Fiber Optic Trainers List (CFOTL);

3.  Additionally, the Government will consider past performance information, where negative information within SPRS may render quote being deemed technically unacceptable.
