SPECIAL NOTICE: The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting proposals for the renovation of an aircraft hangar at Patrick Space Force Base, FL. As part of the construction contract solicitation, the USACE intends to include the following sole source requirements:

Building Level Network Controller: The contract solicitation will include a sole-source brand name requirement for Schneider BLNC. Schneider is the approved sole source supplier for Patrick Air Force Base in accordance with the Installation Facility Standards Supplement D09 dated 01 August 2021.

Door Locks: The contract solicitation will include a sole-source brand requirement for Best Coremax keying systems (keys and cores) to be installed for all doors that are included in this project. Superior Hardware Products and/or Southern Lock (GSA supplier) are the only two authorized vendors for this keying system.

Fire Alarm/Mass Notification System: The contract solicitation will include a sole-source brand name requirement for Monaco MAAP X fire alarm panel and associated alarm signaling. Monaco fire alarm and signaling equipment is the only system compatible with the installation fire protection standards.

HVAC: The contract solicitation will include a sole-source brand name requirement which requires Trane to be the sole source manufacturer in accordance with the Air Force’s standardization decision dated 10 May 2019.

Basis of Design: The project specifications include multiple instances where “name-brand or equal” references are necessary to effectively communicate interior color and finish selections to the construction contractor. By listing the basis of design for the intended SID finishes, the designer can verify that the performance specifications and visual requirements are met for the overall building. Alternates may be submitted and approved if these meet the requirements of the specifications and overall color and building aesthetic.

Furniture, Fixtures, and Equipment (FF&E): The project specifications include multiple instances where a name-brand product description is used to describe the project’s FF&E requirements, including office chairs, desks, systems furniture, demountable partitions, and storage, among other furniture and equipment items. In each case, a minimum of three products, by three separate manufacturers are cited. The manufacturers /brand names used in the design are necessary in accordance with UFC 3-120-10 Interior Design, Chapter 2 paragraph “Interior Designer Qualifications” in order produce a complete FF&E package.
