Description

Amendment 1 to Request for Quote (RFQ) 140G0324Q0249

Due to changes in the requirement, this amendment conducts this acquisition in accordance with procedures of the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with the procedures of FAR Part 13, Simplified Acquisition Procedures, and conforms to the requirements in place through FAC 2025-2, effective January 3, 2025.

Amendment 1 revises the statement of work, Section 508, provisions and clauses; clarifies FAR 52.212-2 Evaluation Factors; adds FISMA; adds a question-and-answer period ending on January 31, 2025; and extends the due date to February 12, 2025. Please see attachment.

Firm, Fixed-Price Purchase Order is planned; and remains a small business opportunity.

Estimated Period of Performance: Date of Award - September 30, 2026

Place of Performance: Contractor facility; locations along the Puget Sound (Washington) shoreline and locations for public engagement events to be determined.

Responses will be evaluated by the following Trade-Off factors:
-Technical Capability
-Experience: Two (2) Recent and Relevant Sources
-Past Performance: Two (2) Recent and Relevant References
-Firm, Fixed-Price

Technical Capability and Experience are somewhat more important than price.

Previous submissions shall not be considered due to cardinal changes to the requirement. If still interested, please provide an updated the Firm, Fixed-Price along the following:
1. Signed, standard form (SF 30)
2. Section 889: Signature and checkmarks required (see table of contents of attachment)
3. SAM UEI#
4. Technical quote and price quote shall be submitted as separate attachments.

It is the responsibility of the Contractor to submit enough information to allow meaningful evaluation in each area described above. Failure to do so will negatively impact evaluation.

It is the responsibility of all interested parties to check back periodically for any amendments to the solicitation. All amendments must be signed and included when the quote is submitted.

Questions are only accepted by email to jongjoco@usgs.gov no later than January 31, 2025, at 1200 hours Eastern.

All quotations and all supporting documentation must be submitted as attachments by email to jongjoco@usgs.gov no later than February 12, 2025, at 1200 hours Eastern. Late submissions will not be accepted or considered. Hard copies or any other means of submission will not be accepted or considered.
