Prior to awarding, market research was conducted and concluded this request to acquire a Fourier Transform Infrared Spectoscopy identification system as a sole source contract is in the best interests to the Government because the product needed is not available from any other provider. In accordance with FAR Part 13, specifically Subpart 13.106-1(b)(i), there is only one (1) responsible source and no other service will satisfy agency requirements.

This procurement is being conducted in accordance with FAR Part 12 and 13. The place of performance is as follows: 2202 Lakeside Blvd. Edgewood, MD 21040. The North American Industry Classification System (NAICS) for this requirement is 334516. The Small Business Administration size standard for this sector in millions of dollars is 1,000.
