VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT Last Updated: 02/01/22 Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Justification for BRAND NAME Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-23-AP-1979 Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO) 10, located at 3140 Governor s Place Blvd., Suite 210, Kettering OH 45409, in support of VISN 10 at Ann Arbor VAMC, 2215 Fuller Road, Ann Arbor, MI 48105-2303. The Ann Arbor VAMC has requested Seven (7) SIMULATION STATIONS WITHOUT LAPTOP: RQI CART, RESUSCI ANNE QCPR RQI, RESUSCI BABY QCPR, USB HUB (US). 2237 # 506-23-2-118-0112 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The purpose of this purchase is to expand the number of mobile Resuscitation Imporvement carts available to staff. These carts will increase knowledge of medical staff, in order to provide spot-on CPR to patients requiring immediate recusitation. The carts will be ordered for one-time placement purchase. Estimated Amount: $49,381.01 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The carts accommodate an adult and infant voice activated manikins. The carts will have an integrated speaker system that allows the user to hear the verbal command within the ROI program. Nursing department has determined that the need of 7 carts to accommodate the Ann Arbor VA Medical Center. QCPR or Quality CPR, is a special technology platform developed by Laerdal to help train providers on how to deliver guideline quality CPR in real-life emergencies. Description of market research conducted and results or statement why it was not conducted: Market Research was conducted using VIP, VetCert, DSBS, FPDS, eCMS, NAC, SAC, Contract Opportunities, SAM, and GSA. VIP was first utilized using NAICS Code 339112 and key word CPR , which provided 1 vendor. VetCert was searched using the same NAICS Code and this provided 556 vendors. DSBS used NAICS Code 339112 and key word CPR and this provided 5 potential vendors. It was found during the Market Research, using FPDS, eCMS, Contract Opportunities, that these items are available on the open market by SDVOSB vendors. Therefore, an RFQ will be placed in Contract Opportunities as a SDVOSB set aside, meeting the VA Rule of Two requirements. Market Research showed the OEM of this equipment does not distribute this equipment. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
