47PE0324R0015 THIS IS A SOURCE SOUGHT AND SYNOPSIS NOTICE, NOT A REQUEST FOR PROPOSALS.
This is a Sources Sought announcement to survey the market for information to be used for procurement planning purposes and also a synopsis to alert the market to an upcoming requirement. This is not a request for proposals. The information received will be used within the General Services Administration (GSA) to facilitate the decision-making process. The intent of this notice is to identify potential qualified Construction firms of all sizes including Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Women-Owned Small Businesses, and Service-Disabled Veteran-Owned Small Businesses with specific experience in the construction of water features that have the qualifications and demonstrated experience to complete this project.
Project Description:
The GSA has a need to obtain construction services from a licensed General Contractor who has experience with the construction of exterior water features as described below to repair the existing water feature at the Wilkie D. Ferguson, Jr. U.S. Courthouse located at 400 North Miami Avenue, Miami, Florida 33128. The repair has been completely designed by a speciality water feature design firm and the design documents will be issued as part of the solicitation.
The existing water feature has been inoperable for approximately ten years. A section of the original tile and tile setting bed of the sloped surface of the water feature has delaminated falling into the existing pool basin below. In addition, there is persistent water intrusion present at this location originating from the water feature, through the foam board cavity and through the existing concrete and masonry substrate wall.
The goal of this project is to repair the water feature in accordance with the design documents in a manner that retains the original geometry while providing a more durable finish, resulting in a water feature that will function as designed for years to come.
Submission Instructions:
Interested firms, please submit capability statements as a single PDF attachment to the Contracting Officer Kay Bent at kay.bent@gsa.gov no later than 2:00pm EST 10/15/2024. Within your capability statement please address the following:
1. Type of Business: Identify whether your firm is a Small Business, SBA certified 8(a), SBA certified HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, Women-Owned Small Business concern, or Other than Small Business (Large business). For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/.
2. Experience: Submit a minimum of three (3) and maximum of five (5) recent projects similar to this project (as described above) that your firm has constructed. For each project, please include the following:
- Project Location
- Start and End dates
- Construction contract values
- Type of work for overall project
- Narrative project description
- Your firm’s role in the project
We anticipate the primary NAICS code for this procurement to be 236220 and the small business size standard is $45M. GSA is seeking capability statements from firms of all sizes.
We anticipate publishing the solicitation on sam.gov sometime in late October or early November 2024 under solicitation number 47PE0324R0015.
