Description

SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy.  As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.

  1. Please advise if the 39 High Bay containers should be single doors or double doors.

Answer :  Double Doors

  1. Will you accept my SAM registration as a Small Business or do I need to be registered in the SLAC database.  If so, where do I apply?

Answer: If you will be awarded a contract, you will need to be registered in SLAC supplier database. You can also start registration by contacting suppliers@slac.stanford.edu and ask on how to register as a supplier.

  1. How do we submit a quote for the opportunity

Answer: Please submit quote directly to me at email: kcoh@slac.stanford.edu

  1. Is there a form we need to fill out for the acknowledgement of the amendments

Answer: There is no form to acknowledge amendments. Kindly just indicate in your quote or send an email acknowledging amendments and if no changes to proposal.  You can also send an email explaining you are acknowledging all Amendments 1-8 and that no changes to proposals if already submitted.

  1. Extension of Bid – This solicitation is extended to March 8, 2024.

Amendment 07 REquest for Quote 344149 High Bay Containers

HI,

The following Addendum 07 is being issued for the subject Request for Quotation: 344149 High Bay Containers

 Answers to Questions:

  1. Buy American Act Certification: Is  that a form that I fill out and put in required information or do I have to contact a facility to become certified in the requesting of the examination of the product? Do you have any guidance concerning that as well?

Answer: The Buy American Act certificate should be filled out by the supplier submitted together with quote. Please make sure you indicate %foreign content if the item is not US domestic. It is the supplier’s responsibility to ensure that the Buy American Act certificate reflects the true %foreign content of the products quoted or if they are manufactured US domestic products.

  1. In the past amendments you've stated that the requirement is for One Trip new containers only.  However in Amendment 6  you stated, " One trip containers are fine.  If the container is in good condition then water tight/slightly used would be acceptable" .  So my question is, will you now accept a used container over a new container.

Answer: Let’s stick to ONE trip so there is no confusion.

  1. Would you need new/one trip only containers? Or is the facility open to wind and water tight slightly used containers? –

Answer: One trip containers are fine.  If container is in good condition than water tight/slightly used would be acceptable

  1. Do you have a budget you are trying to stay within?

Answer:  Lowest Price Technically Acceptable is how the decision will be made

Amendment 04 Request for Quote 344149 High Bay Containers 

The following Addendum 04 is being issued for the subject Request for Quotation: 344149 High Bay Containers

  1.  If your department has a requirement for a full delivery by  5/31, when do you anticipate the award? 

Answer: Award is expected week of March 20 assuming vendor is actively registered as a supplier in SLAC database.

  1. Door Orientation: Given that most delivery drivers utilize a slide-off tilt bed trailer, please specify whether you prefer the cargo doors to face the cab or the rear of the truck during transportation

Answer: Cargo doors to face the cab.

  1. Color Preference: Do you have any particular color preferences for these 39 quantity 40ft x 8ft x 9ft 6in High Cube Containers? Would you prefer them to be white or beige, or does the color not matter if uniformity is maintained among the containers

Answer:  Color does not matter if uniformity of the color across the containers is maintained

  1. Delivery Capacity: Could you please confirm the maximum number of containers that can be delivered onsite at one time? Also, it would be helpful to know if there are any specific schedules or arrangements, such as providing ten containers per week until the total of 39 containers is reached.

Answer: .  SLAC can handle 5-8 containers a week, as we will need time to arrange the containers if they cannot be delivered in the exact location the site needs.  (due to the process of slide off delivery.)

  1. Tentative Delivery Date: Do you know if there is a tentative date by which you require the containers to be delivered onsite?

Answer: . The first containers can be delivered as soon as available.  The final container must be delivered before the end of May.

  1. About the buy American act.  Is this a requirement or is the additional document a disclaimer where the country of origin is from? 

Answers: Vendors are expected to declare %foreign content in the Buy American Act certificate so that we can make a determination whether award will be based on FAR 25.106 Unreasonable Price determination or based on Non-availability determination.

  1. Will you be able to offload the containers from the delivery truck onsite or will we need to unload each of them?

Answer: Each will need to be unloaded, and placed in designated locations.  SLAC can adjust them into their final spots if needed.

Source selection will be based on Lowest Priced Technically Acceptable method.

Technical criteria as follows:

  1. The University will evaluate the Offeror’s ability to produce the quantity per the need of the lab. Total of 39 (40’) high bay containers
  2. Schedule and Delivery Date.  The University will evaluate the Offeror’s turnaround time for when equipment: will begin to be shipped and when all equipment will be delivered. (First to be shipped as soon as available, final container delivered by May 30th)

Buy American Act Certification (BAA) applies for award over $10,000.

Representations & Certifications Rider is required. Once completed the Reps and Certs is valid for one year until renewal. If you have already completed one within the year please disregard. Otherwise, please complete and return.

All subcontractors are required to register in the System for Award Management (www.sam.gov).

If possible, please provide a link to your webpage for published price list to substantiate for the prices quoted.

The resulting purchase order will be issued on a fixed price basis. SLAC National Accelerator Laboratory Terms and Conditions for Fixed Price Commercial Supplies and Services (Rev. August 23) will be made a part of the resulting order.

Payment Terms will be NET-30

Freight terms will be FOB Destination Prepaid and Add
